CCTV and infra-red flood lights, but even then you have to abide by the rules that he doesn't have to follow. You might violate his right to privacy while he's throwing things from a public sidewalk.

CCTV will work pretty well and is about your only option if you're asleep when he does it.

Actually I think it makes it even trickier if he's in his own back yard. You can't target a neighbours garden just because you suspect he's throwing things at yours. If the area you are recording or monitoring is in an acceptable overlap then it may be usable. For example you can't set your back garden camera easily to where it only views what is within your fence, so some collateral viewing is allowed. But you will be very restricted in recording the neighbour or using the information. And if he's throwing things from a hard to view area you might not be able to monitor him without being in violation yourself. If you did record him and couldn't use the information in court you might at least be assured that he's guilty but he could also (if he were aware of it) have you charged with violating his privacy.

There are quite a few discussions in this forum covering this topic. You might want to do some browsing.

I'm not a legal expert so you may want to discuss this with a solicitor who specialises in CCTV cases.
