Does CTV really make a difference?

I mentioned on another thread about having my car broken into - funny thing is, our city recently invested heavily in CCTV across the area, and there's even one around 20-30 yards away at the end of our street.

Thing is, the CCTV system wasn't supposed to go "live" until the end of April, so the police would have been unable to use them before then.

That raised the spectre of bureaucracy undermining some part of the whole project.

But is that an irrational fear?
