Does Neighbourhood Watch work?

Out of curiosity since I don't live in an area where a neighborhood watch plan could work (way too rural with the nearest neighbor a long distance away), are there ever problems with people getting involved in things that aren't really crimes ...just more of a nuisance? Like kids in cars screaming around ...that sort of thing.

At the least, we can see people are trying to discourage such acts by helping out to have a better neighborhood. It is all up to us to have a secured surrounding.
