well seens u found it in your kitchen cabenet i would surgest it is a pest control ultrasonic sound repeller as rats are normally found in the kitchen. its a common method as the sound produced is undetectable to the human ear

I can't see anything in those pics that looks like a mic, so I don't think it's used to pick up audio. Also the last place you'd want to hide a listening device with a built in mic would be inside a cupboard - sounds from the outside would be a bit muffled etc.

Whatever it is, unless someone has had access to your kitchen recently, it's possible that those batteries have long since run out and that the item now does nothing...
